What it does

Ask about purchasing rules for New York State, NYC, CUNY, or federal agencies. Answers come only from ten public rule documents, with each fact quoted and linked to its section or page.

Conflicts are flagged

When documents disagree, the answer says so and names the newer one. It caught a 2024 state guide with an outdated SDVOB limit, and FAR and SBA rules that give different sole-source caps.

Measured

27 of 27 test questions answered correctly, all 3 out-of-scope questions answered "not found", and both real conflicts flagged. Same results with Qwen 3.8 27B and Qwen3.8-Flash-Next. The search was tuned on these questions.

Private by default

Search and answers run on local models, so questions and documents stay on the machine.
